AMCU Uncovers Collusion Among Companies in Bidding for the National Military Memorial Cemetery

The Antimonopoly Committee of Ukraine has discovered anti-competitive collusion during state procurement for the National Military Memorial Cemetery.

How the Companies Violated Competition

According to the Antimonopoly Committee, the private enterprise “Kardan Motors Plus” and LLC “Karshe” were found to have violated the Law of Ukraine “On Protection of Economic Competition.” The agency notes that this involves coordinated actions that led to the distortion of the tender results.

“The Committee established that the economic entities acted in coordination while participating in the bidding for the procurement of services for the production of temporary grave markers made of hardwood in 2025. The expected cost of the procurement was 50,100,000.00 UAH including VAT. The Antimonopoly Committee of Ukraine found that the specified economic entities coordinated the terms of their participation in the bidding, thereby eliminating competition between them,” reports the AMCU.

Consequences of the Discovered Collusion

As a result of the investigation, the AMCU imposed fines on both companies totaling 546,000 UAH. According to the committee, the collusion concerned the tender for the production of temporary grave markers made of hardwood, with an expected cost exceeding 50 million UAH including VAT.

Thus, the actions of “Kardan Motors Plus” and LLC “Karshe” significantly impacted the results of state procurement, violating the principles of fair competition.
