Cold Weather Expected in Ukraine: Energy Services Operating at Increased Readiness

Energy Minister Denys Shmyhal held another meeting of the Emergency Response Headquarters, during which he noted a gradual stabilization of the situation in the energy sector. According to him, thanks to the continuous work of repair teams and the warming weather, positive changes have been achieved: in Kyiv, restriction schedules operated in two phases during the day, while minimal disconnection phases were applied in the Kyiv region.

Preparation for Cold Weather and New Challenges

At the same time, the minister emphasized that the situation remains tense due to the forecasted drop in temperature. The expected cold snap could significantly increase the load on the energy system, and the risk of new attacks on energy infrastructure from Russia remains high. In this regard, all relevant services have been put on high alert.

“At the same time, we must objectively assess the situation. A cold snap is forecasted ahead, which will increase the load on the system, and the threat of new hostile shelling of energy infrastructure remains high. Therefore, all services are operating at increased readiness,” said the minister.

The authorities are paying special attention to the development of distributed gas generation to cover the energy deficit. Over the past day, an additional 9 megawatts of capacity have been added in Kyiv region, which is critically important for ensuring the stability of the capital’s energy hub.

International Assistance and Consequences of Attacks

Thanks to cooperation with international partners, Ukraine has secured three power transformers from Germany, as well as an additional 13 million euros in contributions to the Energy Support Fund from other countries. This will help strengthen energy security amid constant threats.

Recently, on the night of February 12, Russian forces carried out a ballistic attack on infrastructure facilities in Kyiv. As a result of this attack, over 2,600 residential buildings, mostly high-rise apartments in the Desnyansky, Dniprovskyi, Pecherskyi, and Solomianskyi districts, were left without heating.

Since the beginning of the full-scale invasion, Russia has systematically targeted Ukraine’s energy infrastructure. Since the fall of 2025, the frequency of attacks has increased, leading to a rise in the number of damaged energy facilities. The Security Service of Ukraine qualifies these actions as crimes against humanity. According to the SBU, at least 256 aerial attacks by Russia on energy facilities and heating systems across the country have been recorded since the start of the current heating season.
