The State Bureau of Investigations has completed its pre-trial investigation into a large-scale corruption scheme that operated for a long time within the municipal enterprise ‘Kyivzelenbud’. An indictment against the individuals involved in the case has already been submitted to the court.

Corruption Scheme and Participants
Investigators established that a criminal organization operated within ‘Kyivzelenbud’, consisting of the company’s general director, his first deputy, the deputy head of one of the relevant departments, and other employees with managerial authority. According to the investigation materials, they organized a corruption scheme in which they demanded and received “kickbacks” of 15% of the contract amounts from entrepreneurs for tenders related to work funded by the budget.
The corruption scheme encompassed nearly all contracting organizations that collaborated with ‘Kyivzelenbud’, and, according to preliminary estimates, functioned with the tacit consent of certain representatives of the city authorities.
Damages and Judicial Prospects
Law enforcement documented over seven instances of receiving bribes totaling more than 4 million 115 thousand hryvnias, as well as recorded six episodes of attempts to give bribes exceeding 11 million 584 thousand hryvnias.

The general director of ‘Kyivzelenbud’, Yuriy Bakhmat, his first deputy Oleksiy Lukash, and the deputy head of the capital investments department, Oleksandr Hora, are being held criminally liable. The court has already chosen a preventive measure for them in the form of detention with the possibility of posting bail amounting to 51 million 476 thousand hryvnias for each. Additionally, a seizure has been placed on all movable and immovable property of the suspects.
