The European Union is preparing a fourth component of security guarantees for Ukraine, aimed at supporting veterans, reforming the defense sector, and combating hybrid and cyber threats. This was announced ahead of the EU foreign ministers’ meeting scheduled to take place in Brussels on April 21.

New Approach to Veterans’ Reintegration
According to an official from the European Council, who was not authorized to provide official comments to the media, the fourth component has been named “joint stability.” It includes support for reforms in the defense sector, strengthening protection against hybrid and cyber threats, as well as reintegrating veterans into public life. This issue received particular attention following the joint visit of EU ministers to Ukraine on the anniversary of the tragedy in Bucha.
“The visit to Ukraine also highlighted the scale of the challenges related to veterans – but also the opportunities, as these are highly qualified and experienced individuals who can be valuable in the future,” the EU Council official stated.
This component will also consider issues related to the control of small arms and light weapons, as well as demining, which is considered extremely relevant for Ukraine.
Strategic Directions for EU Assistance
European Council officials emphasize that the issue of veterans is large and complex. At the same time, there are already certain initiatives aimed at reintegrating combatants and treating post-traumatic stress disorder. However, specific support mechanisms are still in the development stage – currently, the focus is on identifying key areas and sectors where the EU can make a significant contribution using available cooperation tools.
One of the diplomats from EU countries emphasized that his country actively supports initiatives to assist veterans:
“The issue of veterans is very important, and we pay significant attention to it. It is undoubtedly a key topic for the future reconstruction of Ukraine,” the diplomat noted.
In addition to the fourth component, the previously identified three areas of security guarantees from the EU include: military assistance (arms supply, training for Ukrainian military, funding through the European Peace Facility), development of defense capabilities (reform of the security sector, integration with NATO standards), and economic resilience (macro-financial support and budget assistance). All these measures are part of a long-term strategy to strengthen Ukraine.
An updated mandate for the EUMAM Ukraine training mission plays an important role in the reintegration of veterans. Additionally, France has taken on specific bilateral commitments in the area of veteran support: according to the security agreement dated February 16, 2024, France will support Ukraine in social recovery, particularly through projects benefiting veterans.
