Europe’s Position on Peace for Ukraine

“Europe has a clear course: no imposed peace for Ukraine. No weakening or division of the EU and NATO. Donald Tusk and I spoke on the phone with President Zelensky and our European partners about this,” the Chancellor stated.

Chancellor Merz emphasized that in these crucial days for Ukraine, European countries remain in constant contact. These consultations cover a wide range of issues regarding security guarantees and further steps to support Ukraine.

International Negotiations

At the same time, Ukrainian President Volodymyr Zelensky was in Paris, where he held several hours of negotiations with French President Emmanuel Macron. Additionally, Zelensky informed that he discussed the outcomes of the Ukrainian delegation’s negotiations with the United States in Florida with leaders of European countries, EU officials, and the NATO Secretary General.

Amid these events, U.S. Special Envoy Steve Witkoff, as reported from the Kremlin, plans to meet with Russian President Vladimir Putin on December 2. This will be Witkoff’s sixth meeting with the Russian leader since the beginning of the year, indicating active diplomatic efforts surrounding the resolution of the conflict.

Earlier, on November 23, the Ukrainian delegation held talks with U.S. Secretary of State Rubio and American officials in Geneva. The initial U.S. proposal, which contained 28 points, raised concerns among the Ukrainian authorities. Following the negotiations, a new 19-point plan was developed, which, however, leaves several key issues open, including the status of part of Ukrainian Donbas, Ukraine’s aspirations to join NATO, and potential limitations on the size of the Ukrainian armed forces.

A week after the Geneva consultations, another series of negotiations took place in Florida, during which the parties continued discussions on ways to achieve a fair and sustainable peace for Ukraine.
