The leadership of the Kyiv City State Administration has been criticized for obstructing the process of installing mobile shelters in the capital.

The head of the Kyiv City Military Administration, Timur Tkachенко, stated that the KDA is bureaucratizing the procurement process for protective engineering structures, which delays and complicates the installation of mobile shelters to protect the population.
Pressure on District Administrations and the Role of the Finance Department
According to Tkachенко, the director of the KDA Finance Department, Volodymyr Repik, insists that the procurement of mobile shelters should be carried out exclusively by the offices of the district state administrations. This position, in the opinion of the head of the KVM, is unlawful and does not correspond to the current security situation in the city.
“Today, in the presence of law enforcement agencies at the Defense Council meeting, I reported on attempts to sabotage the installation of mobile shelters. The director of the KDA Finance Department, Volodymyr Repik, personally and unlawfully insists that mobile shelters should be procured by the district administrations. I also publicly draw attention to the fact that he repeats these demands in letters, and today at the Kyiv City Council budget committee meeting,” wrote Timur Tkachенко.
Tkachенко emphasized that the heads of the district state administrations have already met all the requirements set by Repik to begin work. However, according to him, the city administration is creating conditions under which the procurement and organization of shelter arrangements will fall to individuals who lack the necessary qualifications, namely secretaries and other employees of the district administrations.
Possible Appeal to the National Security and Defense Council
The head of the KVM views the situation as an attempt to sabotage civil protection measures in Kyiv, warning of his readiness to appeal to the National Security and Defense Council of Ukraine in the event of further obstacles.
Separately, Tkachенко expressed doubts about the appropriateness of Volodymyr Repik’s position, but noted that the decision regarding his dismissal falls within the jurisdiction of the city mayor.
