In the first nine months of 2025, citizens of Ukraine submitted 2,227 complaints regarding violations of the Law on the Functioning of the Ukrainian Language as the State Language. This figure exceeds last year’s result by 27%.

Most Common Violations of Language Legislation in 2025
Ukrainians most frequently reported the absence of a Ukrainian version on websites and online stores — there were 574 such complaints, accounting for 26% of the total. In second place are violations related to the language of outdoor advertising and signage (443 complaints, 20%). A significant number of complaints concerned customer service (397 complaints, 18%), as well as the education sector (145, 7%), culture (112, 5%), and medical institutions (93, 4%).
Among other areas that citizens highlighted were labels, receipts, and menus (115 complaints), media violations (82), transport (53), publishing (35), and sports (25).
Regional Distribution of Complaints and the Response of the Commissioner
Kyiv emerged as the leader in the number of complaints, with 870 submissions (39%). Following Kyiv in the number of complaints are Odesa Oblast (339, 15%), Kharkiv (286, 13%), and Dnipropetrovsk (201, 9%).
“More than two thousand complaints in three quarters is not just a number, but the voices of people whose rights have been violated and who demand respect for their language,” noted the Commissioner for the Protection of the State Language, Olena Ivanovska.
The Commissioner emphasized that the increase in the number of complaints indicates a growing awareness among Ukrainians regarding their right to receive information and services in the state language. According to her, this demonstrates the maturity of society and serves as a signal to those who ignore the norms of the language law.
Olena Ivanovska specifically highlighted the importance of adhering to language legislation in the field of education, as this is where the foundations of the language culture of the new generation are formed.
