Kyiv Officials Suspected of Concealing Millions of Hryvnias in Declarations

The National Agency for Corruption Prevention has announced the completion of a full audit of the declarations of two officials from Kyiv’s communal enterprises, during which significant violations and signs of inaccuracies in the submitted information were discovered.

Identified Violations in the Declarations of Communal Enterprise Leaders

The Main Directorate of the National Police in Kyiv has initiated a pre-trial investigation into all identified facts. According to the NACP, the declaration for 2023 of the acting head of the Road Maintenance Department of the Solomianskyi District of Kyiv recorded signs of false information amounting to over 9.6 million hryvnias.

In particular, the official did not declare a land plot valued at over 1.4 million UAH, corporate rights where he is a co-owner of a company, as well as his wife’s apartment worth 4.8 million UAH, his wife’s parking space valued at 700 thousand UAH, five Renault Master vehicles owned by his wife, and 4 thousand US dollars inherited by him.

The declaration also stated 450 thousand hryvnias in cash, but this fact was not confirmed during the audit. Furthermore, the total value of the assets belonging to his wife (apartment, parking space, vehicles) significantly exceeds the amount of officially confirmed family income.

Violations in the Work of the Deputy Director of the Construction Directorate

In the 2022 declaration of the deputy director for construction preparation of the KP “Construction Directorate of Road Transport Facilities of Kyiv”, signs of submitting inaccurate information exceeding 24.2 million UAH were also found. The official did not indicate an apartment in Kyiv worth 3.5 million UAH, in which he lived with his family. Additionally, he could not confirm the legality of the origin of a significant amount of cash saved by his wife: 450 thousand US dollars, 80 thousand euros, and 885 thousand hryvnias.

The identified facts may indicate attempts to conceal significant assets and income from declaration, which contradicts Ukraine’s anti-corruption legislation.
