Kyivtransparkservice Reduces Parking Fees Following AMC Decision

The Temporary Administrative Board of the Antimonopoly Committee of Ukraine reviewed the obligations of the municipal enterprise “Kyivtransparkservice” regarding parking fees.

Abuse of Monopoly Position and AMC Intervention

During the inspection, it was found that “Kyivtransparkservice” abused its monopoly position in the capital’s service market. The company set economically unjustified parking fees by including a so-called “mandatory payment” in the tariffs. This led to an increase in costs for consumers for the operation, maintenance, and arrangement of specialized parking lots in Kyiv.

It was established that the enterprise abused its monopoly position in the service market: this concerns the granting of rights for the operation, maintenance, and arrangement of specially equipped parking lots in Kyiv. The violation consisted of setting an economically unjustified cost for services by including a cost item in the calculation – “mandatory payment.”

Changes in Tariffs and Additional Measures

Following the intervention of the Antimonopoly Committee, the enterprise canceled the order to introduce the new service fees. In addition, “Kyivtransparkservice” paid a fine of 3.3 million hryvnias.

The company also suspended the signing of new contracts for the maintenance of parking lots, canceled the order regarding changes to the tariff regulations, and initiated a review of the service costs under existing contracts. As a result of additional agreements, the cost of operating parking spaces was reduced by over 1.49 million hryvnias per year.
