The Obolon District of Kyiv topped the efficiency rating of the capital’s district state administrations following the latest evaluation by the city authorities.

Key Evaluation Criteria
The head of the Obolon District State Administration, Kyrylo Fesyk, emphasized that the efficiency rating takes into account a number of important indicators that reflect the quality of work of district administrations. Among the main criteria are the attraction of additional resources, transparency in project implementation, and openness to the public.
Fesyk notes that these aspects were decisive for Obolon’s victory. The district consistently demonstrates high results in attracting funds, maintaining its position among the leaders of Kyiv’s districts. Additionally, the Obolon District State Administration ranks among the top three budget fund managers in the capital, indicating effective financial utilization and transparency in processes.
Openness and Communication with the Community
An important advantage of the Obolon District has been its systematic work with the public. According to the head of the district administration, the area remains one of the most open in Ukraine, implementing new approaches to interaction between the authorities and residents.
“This is the result of collaborative work, the efforts of each member of our team, subordinates, and everyone who cares about change,” wrote Kyrylo Fesyk, head of the Obolon District State Administration, on Facebook.
The last time the Obolon District State Administration was unable to secure a leading position in the rating, which served as an additional incentive for mobilization and achieving a new level of effectiveness. Today, thanks to teamwork, Obolon has been recognized as the most effective among Kyiv’s district administrations.
