The Commissioner of the Verkhovna Rada of Ukraine for Human Rights, Dmytro Lubinets, reported that among parliamentary political forces, there is a prevailing opinion on the priority of holding presidential elections after the end of the war. He expressed this position during an interview following the first meeting of the working group preparing legislative proposals for organizing elections in the post-war period.

Political Forces’ Positions on Elections
According to Lubinets, most deputies lean towards the idea of first organizing presidential elections, while some political forces express the possibility of simultaneously holding presidential, parliamentary, and local elections. However, this proposal does not have broad support among parliamentarians.
“Primarily, proposals were voiced by people’s deputies that presidential elections should be held. But there were political forces that stated that it is possible to hold three elections at once: presidential, parliamentary, and local. I wouldn’t say that many people’s deputies support this. It seems more like everyone is ready to discuss holding the first separate presidential elections, and then gradually move forward,” Dmytro Lubinets said.
Legal Restrictions During Martial Law
The Ombudsman emphasized that holding elections during martial law is problematic due to contradictions between the Constitution and the law on martial law. Lubinets noted that the Constitution of Ukraine allows for restrictions on the rights and freedoms of citizens during the imposition of martial law, while the electoral process requires full freedom, including the right to assembly. The law on martial law explicitly prohibits mass gatherings, making it impossible to conduct a full-fledged electoral campaign.
In Lubinets’ opinion, a logical step is to hold elections only after the war is over and the legal regime of martial law is lifted.
The First Deputy Speaker of the Verkhovna Rada, Oleksandr Korniienko, reported that the second meeting of the working group preparing legislative initiatives regarding elections is scheduled for January 6 or 8, 2026.
Earlier, President Volodymyr Zelensky presented a draft agreement on ending the war, one of the points of which provides for holding elections as soon as possible after signing the relevant agreement.
