Russia denies deliberate attacks on the Azerbaijani embassy in Kyiv – Baku’s reaction

The President of Azerbaijan, Ilham Aliyev, stated during his speech at the Munich Security Conference that the Azerbaijani embassy in Kyiv has been attacked three times by the Russian Federation. According to the president, this constitutes a targeted attack on the diplomatic representation.

Azerbaijan: The attacks were deliberate

In response to a question about whether he discussed the attacks on Azerbaijani companies and diplomatic structures in Ukraine with Russian President Vladimir Putin, Aliyev emphasized that this issue has been raised multiple times at both the foreign ministries and presidential administrations of the two countries. The President of Azerbaijan clarified that in addition to striking energy infrastructure, Russia has carried out three attacks on the embassy in Kyiv.

“After the first attack, we could assume it was an accident, and we provided our Russian colleagues with all the coordinates of Azerbaijan’s diplomatic representations, including the consular section, our cultural centers, and the embassy. Despite all this, there were still two more attacks. So this was a deliberate attack on the diplomatic representation of Azerbaijan,” Aliyev stated.

Russia’s position and the timeline of attacks

The Russian Foreign Ministry rejected the accusations from the President of Azerbaijan, stating that such claims “do not reflect reality.” According to the ministry’s position, in November 2025, the Russian side expressed “sincere regret” to the Azerbaijani ambassador in Moscow for the damage to the buildings and grounds of the embassy in Kyiv, explaining it as the result of “improper operation” of the Ukrainian air defense. The Russian Foreign Ministry also emphasized that Russian military forces strike at “legitimate military targets,” taking into account the location of foreign diplomatic establishments.

It is known that in July 2025, Russia carried out a missile strike on residential buildings near the Azerbaijani embassy in Kyiv, resulting in casualties among civilians; however, there were no casualties within the diplomatic establishment itself. A month later, on the night of August 28, during another attack, the embassy building was damaged by the shockwave from a missile explosion: windows were shattered and cracks appeared on the roof of the consular section. Another attack occurred on the night of November 14, when debris struck the embassy building, causing further damage.
