TCC Employees Required to Use Body Cameras When Delivering Summons Starting September

Starting September 1, all employees of territorial centers for recruitment and social support must wear body cameras and record video during document checks and the delivery of summonses. This was announced by the Minister of Defense of Ukraine, Denys Shmyhal.

Purpose of the New Regulation and Accountability for Violations

The introduction of mandatory video recording aims to enhance the transparency and legality of the operations of TCC notification groups, as well as to protect the rights of both employees and citizens. Disciplinary action is foreseen for employees who fail to comply with the new rules.

“In case of violation of the recording rules, disciplinary action will be taken. This step will ensure the transparency and legality of the activities of TCC notification groups, as well as protect the rights of both parties.”

Provision of Body Cameras and Social Context

According to the minister, the current level of provision of body cameras to employees is about 85%. The procurement of additional devices is ongoing to fully meet the needs.

It is worth noting that after the onset of the full-scale aggression of the Russian Federation against Ukraine, martial law was introduced and general mobilization was declared. Reports of conflicts between TCC employees and citizens during the delivery of summonses have periodically emerged in the information space, both in urban and rural areas. Experts have repeatedly pointed out that the spread of negative information about mobilization is actively used by the Russian Federation in its information-psychological operations.
