An international meeting of the “Coalition of the Determined” took place in Paris, where leaders of major countries discussed further support for Ukraine amid the ongoing aggression of the Russian Federation. The main topic of the meeting was the strengthening of sanctions pressure on Russia and the expansion of military and economic assistance to Kyiv.

Preparation of New Sanctions and Support for Defense Capability
Coalition participants reached a common conclusion on the necessity of increasing pressure on Russia to counter its attempts to prolong the negotiation process and continue the war. Ukrainian President Volodymyr Zelensky emphasized the importance of continued support from partners and noted that the nineteenth package of European Union sanctions is currently being prepared. Japan has also joined in the development of additional sanctions measures.
“We share the same vision that Russia is doing everything possible to prolong the negotiation process and continue the war. We need to increase support for Ukraine and strengthen pressure on Russia. The preparation of the 19th package of EU sanctions is currently underway. Japan is also working on sanctions measures.”
European Commission President Ursula von der Leyen outlined three main tasks for the coalition: transforming Ukraine into a “steel porcupine,” creating multinational forces with U.S. support, and strengthening Europe’s defense position.
Weapons, Security Guarantees, and Support from Germany
British Prime Minister Keir Starmer announced that coalition participants are ready to provide Ukraine with long-range missiles, significantly enhancing the defensive capabilities of the Armed Forces.
German Chancellor Friedrich Merz presented a plan at the meeting to ensure Ukraine’s security, particularly regarding the strengthening of Ukrainian air defense. The document outlines an annual increase in the quantity and effectiveness of weapon systems by 20 percent. Germany has also committed to improving Kyiv’s offensive capabilities in aviation by producing cruise missiles in Ukraine with financial and technological support from Germany.
Additionally, the German government plans to provide Ukraine with weapons for at least four motorized infantry brigades, which includes the production of up to 480 units of equipment per year, including infantry fighting vehicles. At the same time, the official Berlin is not considering the deployment of German troops on Ukrainian territory but is ready to continuously train Ukrainian servicemen.
Collaboration Among Leaders and Next Steps
After the meeting, French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky, along with some other participants, held a phone conversation with U.S. President Donald Trump. According to the press service of the Élysée Palace, this call was scheduled and was a continuation of the coordination of efforts to support Ukraine.
“As planned in the schedule, after 2 PM, the leaders resumed their work with a call to the President of the United States,” the press service stated.
