The High Anti-Corruption Court Appoints a 120 Million Hryvnia Bail for Chernyshov in Corruption Case

The High Anti-Corruption Court of Ukraine has determined a preventive measure for Deputy Prime Minister, Minister of National Unity Oleksiy Chernyshov within the framework of the investigation into abuse of office and receiving illegal benefits.

Conditions of the Preventive Measure for Chernyshov

The court has ruled a bail of 120 million hryvnias for the government official. In addition, he is prohibited from leaving the territory of Ukraine without the consent of the investigator or prosecutor, and is required to appear at their request. The prosecution insisted on such a bail, considering it necessary to ensure the fulfillment of the suspect’s obligations.

Prosecutors also demanded that Oleksiy Chernyshov surrender documents that grant him the right to travel abroad. The prosecution explains the strict conditions by stating that due to his position and extensive connections, the minister could influence the criminal proceedings.

Positions of the Parties and Details of the Case

Oleksiy Chernyshov, commenting on the court’s decision, noted that the bail amount is “too high” due to limited access to his accounts, which are currently frozen. He emphasized that he does not plan to resign. The official’s defenders disagreed with the prosecution’s arguments regarding the risks, stressing the importance of foreign trips for fulfilling his official duties and the absence of any possibility to influence the course of the case.

“But we will find a way, we will look for opportunities,” he added.

On June 23, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office officially charged Chernyshov. According to the investigation, he is the sixth suspect in a large-scale corruption scheme related to the construction industry and involving top officials.

The case is being investigated in connection with the alleged illegal provision of land to a capital developer in Kyiv for the construction of a residential complex at an undervalued price in exchange for significant discounts on apartments that could have been transferred to the minister and individuals designated by him.

Chernyshov himself called the charges unfounded and expressed his intention to adhere to the principle of maximum transparency in the investigation, as well as reported a “constructive dialogue” with NABU detectives.
