The National Security and Defense Council has approved resilience plans for all regions of Ukraine and regional centers, except for Kyiv. This was announced by the President of Ukraine, Volodymyr Zelensky.

Kyiv has been given additional time for preparation
As Zelensky noted, an additional period has been allocated for Kyiv to develop and submit the necessary documents. The capital is not yet ready for the approval of the plan, but all necessary preparation tasks must be completed by next winter.
“The National Security and Defense Council has approved resilience plans for all Ukrainian regions and regional cities, except for Kyiv. As of today, Kyiv was not ready – just as it was not ready for this winter. We need to prepare and complete every task before the next winter. Every city, every Ukrainian community must be ready for any scenario next winter and for real support for the people,” he wrote on Telegram.
Preparation for winter challenges and the consequences of attacks by the Russian Federation
During the National Security and Defense Council meeting, reports were heard from representatives of all regions and the largest cities in the country. At the same time, the Mayor of Kyiv, Vitali Klitschko, has refrained from commenting on the situation in the capital for now.
The energy supply situation in Kyiv remains tense due to frequent Russian strikes on critical infrastructure. This winter, electricity restrictions have become stricter, and some residents of the city have been left without heating. The Darnytsia Heat and Power Plant, which provides heating to about 500,000 residents of the Dnipro and Darnytsia districts, has suffered particularly severe damage. According to Mayor Klitschko, it will take at least two months to restore the operation of this heat and power plant.
According to the Air Forces of the Armed Forces of Ukraine, throughout the winter, Ukrainian military forces repelled 14 massive combined attacks by the Russian Federation aimed at the country’s energy sector.
