The US is Ready to Support Ukraine in the Event of a Russian Attack – Coalition Declaration Draft

The draft declaration of the “Coalition of the Willing” summit, taking place in Paris with the participation of the US and representatives from nearly 30 countries, states that the United States will commit to supporting European forces in the event of a new attack on Ukraine. The document outlines the launch of a comprehensive security guarantee system following the establishment of a ceasefire.

Five Key Components of Guarantees for Ukraine

The security guarantee plan includes five main areas:

  • Participation in a monitoring and verification mechanism for the ceasefire under US leadership;
  • Support for the Armed Forces of Ukraine, including funding for the procurement of weapons, assistance in building defensive fortifications, and ensuring rapid access to defense stockpiles;
  • Creation of multinational forces to support the restoration of the Ukrainian Armed Forces and enhance deterrent capabilities;
  • Commitment to respond in the event of a future armed attack;
  • Deepening defense cooperation, particularly in the areas of training, joint production of weapons, and intelligence sharing.

The monitoring and verification mechanism will be overseen by the US along with international partners, including the countries of the “Coalition of the Willing.” A special commission is to be established to address potential violations and determine appropriate response measures.

International Support and Future Actions of the Coalition

The multinational forces formed by the “Coalition of the Willing” will operate at Ukraine’s request after a credible cessation of hostilities and will have European leadership with the involvement of non-European members and participation from the US. The American side will provide intelligence and logistical support, as well as guarantee assistance in the event of a new armed attack.

Regarding specific actions in the event of a renewed Russian attack, final agreements are still being negotiated. At the same time, the declaration notes that support may include the use of military capabilities, intelligence and logistical assistance, diplomatic efforts, and the imposition of additional sanctions against the aggressor.

“We have agreed to finalize mandatory commitments that will define our approach to supporting Ukraine and restoring peace and security in the event of a future armed attack by Russia.”

The document emphasizes that both coalition partners and the US will play a key, coordinated role in providing security guarantees for Ukraine.

On January 6, a meeting of the leaders of the “Coalition of the Willing” – countries that support Ukraine in the war against Russia – is taking place in Paris. Ukrainian President Volodymyr Zelensky is participating in the negotiations along with US Special Representative Steve Witkoff and Jared Kushner.

On December 29 of last year, a two-hour meeting took place in Florida between US President Donald Trump and Ukrainian President Volodymyr Zelensky, after which they jointly held a phone call with several European leaders. According to Zelensky, during these contacts, all elements of the peace framework were discussed, and significant results were achieved. Subsequently, the US and Ukrainian teams are to finalize the security guarantees issues.

French President Emmanuel Macron, who also participated in the negotiations, expressed optimism about progress in achieving security guarantees, which he said would be key to establishing a just and lasting peace. It is at the beginning of January in Paris that a meeting is held to finalize each country’s contribution to the coalition.

Ukrainian National Security and Defense Council Secretary Rustem Umerov noted that 90% of the positions of the peace plan have already been agreed upon, and work continues on the details. At the same time, analysts from the American Institute for the Study of War point out that the Kremlin continues to reject key points of peace initiatives, particularly regarding security guarantees for Ukraine and territorial issues.
