Timur Tkachenko Accuses Kyiv City Administration of Failing to Assist Victims of Shelling

The needs of the victims are met only by local utility services, volunteers, and the military

Victims of the Russian attack on July 31 are complaining about the inaction of the city authorities, noting that representatives of the Kyiv City Administration have hardly appeared at the sites of the damage.

Criticism of the Kyiv City Administration

The head of the Kyiv City Military Administration, Timur Tkachenko, emphasized in his Telegram channel that the main assistance to the victims is provided by local utility services, volunteers, and the military. According to him, city administration officials, numbering in the tens of thousands, have hardly contributed to addressing the aftermath of the shelling.

“Yesterday we worked at the sites of the damage. There are many complaints from people. In Kyiv, there are tens of thousands of employees of the Kyiv City Administration, departments, and utility companies. But no one came to the people. At best, only on the first day, to take photos. Once again, local utility services, volunteers, and the military are the ones taking action. Where are the department heads, who oversee hundreds of enterprises, billion-dollar budgets, and thousands of employees? These people have real resources – equipment, personnel, tools – and a direct obligation to act. But they don’t even try to find out what is happening,” he wrote.

Tkachenko reported that the victims remain unsupported and are forced to rely solely on their own resources. In particular, there is no organized food supply, and the housing for evacuees, which should have been built in advance, has not materialized. According to him, a fund to support the victims has only just been established now, in the fourth year of the full-scale war, and the conditions being offered do not meet the needs of the residents.

Funding Issues and Accountability

The head of the Kyiv City Military Administration emphasized that although the capital has significant financial resources, they remain blocked, and the districts cannot even purchase the necessary materials for repairing damaged housing. As a result, utility services are operating at the limits of their capabilities, facing shortages of equipment, low salaries, and excessive workloads after the latest shelling.

Tkachenko noted that all decisions regarding funding and the distribution of funds in the city are made by the mayor. He pointed out the need for an open dialogue with Vitali Klitschko, calling for a public discussion of the accumulated problems.
