The Cabinet of Ministers of Ukraine has published the text of the memorandum signed the day before between Ukraine and the USA, which outlines the further path towards concluding an agreement on economic cooperation. The document states the intention of both parties to enhance cooperation and create a new investment fund for the reconstruction of Ukraine.

“Ukraine and the United States of America have signed a memorandum that confirms our constructive joint work on an economic partnership agreement and affirms our intention to finalize and conclude an agreement that will be beneficial for both nations. The agreement will provide for the establishment of a Reconstruction Investment Fund for Ukraine. The memorandum states that the agreement will open up opportunities for significant investments, modernization of infrastructure, and mutually beneficial partnership between Ukraine and the USA. Furthermore, it confirms the American people’s desire to invest alongside the Ukrainian people in a free, sovereign, and secure Ukraine,” the government noted.

The text of the memorandum indicates that the Prime Minister of Ukraine, Denys Shmyhal, will visit Washington during the week starting April 21 to meet with U.S. Treasury Secretary Scott Bessen. The main purpose of the visit is to support the completion of technical discussions regarding the terms for establishing the investment fund for the country’s recovery.

Planned Negotiations and Next Steps

Negotiating teams are expected to report on progress by April 26, 2025, to finalize discussions and sign the agreement as soon as possible. The government emphasizes that the next steps will be the final approval of the document’s text, its signing, and ratification by the parliaments of both countries.

Reactions and Future Prospects

Minister of Economy Yulia Svyrydenko reported that Ukraine and the USA have made an important step forward by signing the memorandum, which confirms their constructive joint work and intention to conclude a mutually beneficial agreement. She added that the parties are also working on the establishment of a Reconstruction Investment Fund for Ukraine, which will facilitate the attraction of foreign investments and modernization of infrastructure.

According to Svyrydenko, the next stage will be the completion of the agreement text, its signing, and submission for ratification to the parliaments. Meanwhile, U.S. President Donald Trump stated that the agreement on mineral resources is already ready for signing and is expected to occur next week.

At the same time, conflicting data has emerged regarding agreements on mineral resources, particularly concerning changes in the draft contract and the potential increase in U.S. investments in Ukraine’s natural resources. The United States insists on concluding a new agreement that will cover oil, gas, and the country’s energy assets.
