Ukraine to Expand List of Countries for Dual Citizenship Beyond Initial Five

Ukraine plans to gradually expand the list of countries with which dual citizenship will be allowed, not limiting itself to just five states. This was stated by President Volodymyr Zelensky during his visit to the Transcarpathian region.

First Stage – Five Countries

According to the president, in the first stage, the initiative will concern five countries where the largest number of Ukrainian citizens currently reside. This list includes Germany, Poland, the Czech Republic, Canada, and the USA. A pilot project for dual citizenship is planned with these countries. The government needs to assess how the new mechanism will work before expanding it to other states.

“Certainly, we are talking about all our partner, friendly countries. Countries, primarily in the EU, etc… The Cabinet of Ministers must see how this will work. Initially, the pilot involves these five countries, where, understandably, the largest number of Ukrainian citizens currently reside. Therefore, these first five have been chosen, but certainly, no one will be limited to just five,” Zelensky said in response to a question during the Congress of Local and Regional Authorities at the President of Ukraine, which took place near Uzhhorod.

Prospects for Expansion and Legislative Changes

The president emphasized that after the successful launch of this initiative with the first five countries, the program will be open to other partner states, particularly most countries of the European Union and other nations where a significant number of Ukrainians live. Zelensky highlighted that this concerns countries with which there are already relevant agreements, and that Ukraine has many partners with whom such cooperation can be implemented.

The head of state did not specify concrete timelines for the implementation of subsequent stages but stressed the importance of achieving practical results in the implementation of dual citizenship.

It is worth noting that in June 2025, the Verkhovna Rada adopted a law allowing dual citizenship for Ukrainians. The president signed it in July of the same year, and the document came into effect on January 16, 2026. Already in August 2025, Volodymyr Zelensky announced that the first countries for the implementation of this initiative would be Germany, Poland, the Czech Republic, the USA, and Canada.
