Ukrainian President Volodymyr Zelensky signed decrees implementing the decisions of the National Security and Defense Council regarding the imposition of sanctions against Russian military commanders involved in massive missile strikes on Ukraine, as well as against Russian “religious propagandists” who openly justify aggression and spread propaganda for the Russian Federation.

Sanctions Against Russian Commanders and Religious Figures
According to the President’s Office, the first sanctions list includes 121 Russian military personnel who participated in missile attacks on Ukrainian territory. Among them are commanders of long-range aviation units of the aerospace forces, directly responsible for the mass shelling of Ukrainian cities using air-launched cruise missiles and ballistic missiles. Since the beginning of the full-scale invasion, Russia has used over 4,100 such missiles, targeting strategic facilities and civilian sites, including the children’s hospital “Okhmatdyt” on July 8, 2024, a high-rise building in Ternopil on November 19, 2025, the “Amstor” shopping center in Kremenchuk on June 27, 2022, as well as energy and transport infrastructure facilities in various regions of the country.
“In particular, these are commanders of long-range aviation units of the aerospace forces. Overall, since the beginning of the full-scale Russian invasion, Russia has used over 4,100 air-launched cruise missiles and ballistic missiles. It is these units that struck the children’s hospital ‘Okhmatdyt’ on July 8, 2024, the high-rise building in Ternopil on November 19, 2025, the ‘Amstor’ shopping center in Kremenchuk on June 27, 2022, and energy and transport infrastructure facilities in various regions of Ukraine,” the President’s Office noted.
Strike Against Military and Information Aggression of the Russian Federation
The sanctions list also includes commanders of the Russian Navy who participated in missile strikes from surface and submarine carriers of “Kalibr” missiles. According to the President’s Office, Russia has used over 1,500 missiles of this type during 160 attacks on Ukrainian cities, including on energy infrastructure facilities in Kyiv, Lviv, Ivano-Frankivsk, Volyn, Mykolaiv, and Odesa regions.
Additionally, the list includes commanders of missile and artillery units of the ground forces who conducted shelling using ground-based cruise and ballistic missiles, including “Iskander-M”. Overall, Russian forces have attacked Ukraine with such missiles over 1,100 times.
The list of religious figures includes nine individuals who, according to Ukrainian authorities, publicly called for violence against Ukrainians, supported the invasion, and used religion to propagate the aggression of the Russian Federation. These are representatives of the Russian Orthodox Church and affiliated organizations.
Ukraine plans to share data on both sanctions packages with international partners to synchronize sanctions measures. Earlier, in March, Ukraine initiated a ban on entry into the European Union and the imposition of sanctions against nearly 130 Russian commanders due to their involvement in crimes against Ukrainian citizens. A relevant document containing personal data of these individuals and about 300 of their relatives has already been submitted to the EU.
