Beginning Work on a Major Defense Agreement

According to Volodymyr Zelensky, the parties have already begun preparations to create a so-called “megadocument” regarding cooperation in the field of drones. He emphasized that this agreement is unique for the European continent and involves the integration of Ukrainian experience into European security systems. Zelensky noted that the agreement will become the largest initiative of its kind in Europe, and working groups from both countries have already started detailed discussions on the terms of cooperation.

“We have proposed to Germany an agreement on drones, a bilateral drone deal involving various types of drones, missiles, software, and modern defense. Our teams are starting concrete work. Our experience can be integrated into the European security system,” said Zelensky in Berlin during a joint briefing with German Chancellor Friedrich Merz.

The Importance of Cooperation for Both Countries

Chancellor Friedrich Merz emphasized that the expansion of defense partnership between Kyiv and Berlin is important not only for Ukraine but also for Germany’s own security. According to him, no other army in Europe has the combat experience that Ukrainian forces possess, making cooperation particularly valuable for both nations.

On April 14, President Zelensky arrived in Berlin for talks with Chancellor Merz and to participate in Ukrainian-German intergovernmental consultations. In recent years, Germany has become the largest European donor to Ukraine amid Russian aggression, especially in light of reduced support from the United States during Donald Trump’s presidency. Kyiv seeks to maintain a strategic partnership with Berlin to strengthen its defense capabilities and integrate into the European security system.
