The Verkhovna Rada of Ukraine has approved draft law No. 12087-d, which aims to unite the Ukrainian electricity market with the European one. This step is directed towards implementing European Union standards, integrating energy markets, enhancing energy security and competitiveness, and will also facilitate the unlocking of funding under the EU Ukraine Facility program.

Key Provisions of the Adopted Law
245 members of parliament voted for the document. The Committee of the Verkhovna Rada on Energy and Public Utilities stated that the main goal of the law is to create a comprehensive legal framework for the full integration of the Ukrainian electricity market into the internal energy market of the European Union.
- Establishment of legal conditions for market coupling “day-ahead” and intraday markets with European trading zones.
- Implementation of the European model for risk management in electricity and the introduction of capacity assurance mechanisms.
- Regulation of interaction between the transmission system operator and the market operator to ensure cross-border electricity exchange.
- Development of new flexible market instruments, particularly regarding aggregation and demand management.
- Strengthening the role of consumers through the development of public energy associations and the active consumer institution.
Expansion of Cooperation with the EU and Energy Security
The adopted law regulates the possibility of obtaining additional volumes of electricity, which is especially relevant in light of Russian attacks on Ukraine’s energy infrastructure. In particular, a record level of electricity imports from the European Union to Ukraine was recorded in January 2026.
“In January, the capacity limit for imports from the EU was set at 2450 MW, which is an absolute record since Ukraine joined the ENTSO-E network,” noted the Ministry of Energy of Ukraine.
Thus, the new law creates conditions for further development of the energy market, strengthening its resilience, and expanding cooperation with European partners.
