The annual Munich Security Report 2026 identifies Ukraine as the first victim of a new world order where power is the determining factor. Experts warn that instead of viewing the war as an issue of sovereignty and adherence to international law, there is a risk of it becoming a subject of negotiation among influential leaders. In such a paradigm, territory, security guarantees, and even natural resources may become bargaining chips.

The report notes that peace is increasingly perceived not as a just settlement based on law and rights, but as an imposed solution achieved through agreements among the powerful. The authors of the report also warn of the dangers of establishing a so-called “victor’s peace,” which may be implemented using methods that belong to the past.
