The Key Role of the PURL Program for Ukrainian Air Defense

During the talks, the parties discussed strengthening the protection of Ukrainian airspace, particularly the provision of missiles for Patriot systems, as well as the security challenges facing Ukraine and its partners. Zelensky emphasized the importance of coordinating actions and enhancing joint defense capabilities, stressing the priority of strengthening the air defense system and protecting the lives of citizens.

Funding and the Impact of International Partners

Ukraine relies on the support of European partners for the procurement of Patriot systems. This is particularly relevant in light of limited supplies and production capacities in the United States. Media reports indicate that U.S. President Donald Trump warned European allies about the potential cessation of arms supplies to Ukraine if they do not participate in the operation to unblock the Strait of Hormuz near Iran.

Mark Rutte, who recently visited Washington, noted that despite the war in Iran, Ukraine continues to receive critically important military assistance. According to him, since the summer of 2025, the PURL initiative has provided about 75% of all missiles for the main Patriot batteries in Ukraine and 90% of the ammunition used in other air defense systems.

The PURL (Prioritized Ukraine Requirements List) agreement was established by the U.S. and NATO in the summer of 2025. It involves supplying American weapons to Ukraine funded by European countries, with coordination carried out by NATO. According to Ukrainian authorities, contributions to the PURL program reached $4.3 billion in 2025, with nearly $1.5 billion allocated just in December.
