According to him, Ukraine is capable of mobilizing 27,000 individuals each month, while Russia can recruit between 40,000 to 50,000 due to significant losses.

Features of Ukrainian Mobilization
An important aspect of Ukraine’s mobilization policy is that the state does not enlist young people aged 18-24 into the military. Instead, this age group is offered the opportunity to sign annual contracts. The President emphasized his principled stance on not involving youth in mobilization, unlike the practices of some other countries.
The Role of Technology and International Support
Zelensky highlighted the importance of the technological factor in conducting military operations, mentioning the successful “Web” operation during which Russian military aircraft were destroyed. According to him, the key factors for success are not the number of personnel but the availability of modern weapons, technology, and financial support.
The American Institute for the Study of War (ISW) in its analysis emphasizes that achieving peace requires a combination of military losses for Russia and its withdrawal from Ukrainian territories. Experts stress that Western military assistance, particularly weapon systems from the U.S., is critically important for enhancing Ukraine’s defense capabilities and inflicting significant losses on the enemy.
ISW analysts also note that high losses among Russian troops, especially disproportionate to territorial gains, could significantly weaken domestic support for Putin’s regime and its military campaign.
