President Volodymyr Zelensky signed decrees dismissing the heads of the Luhansk and Sumy regional military administrations at the end of last week. The relevant documents appeared on the official website of the head of state on April 17. According to these decrees, the head of Sumy, Volodymyr Artyukh, and the head of Luhansk, Artem Lysogor, were dismissed in accordance with their requests.

At the same time, Zelensky appointed new leaders to these positions: Oleg Hryhoriv became the head of the Sumy Regional Military Administration, while Oleksiy Kharchenko became the head of the Luhansk Regional Military Administration. These personnel decisions were approved by the government on April 15, which supported the dismissal of the previous heads of both regions.
Context of Personnel Changes and the Situation in the Region
The dismissal of the head of the Luhansk and Sumy Regional Military Administrations occurred against the backdrop of a tense situation in the region. Following the Russian attack on the center of Sumy on April 13, the mayor of Konotop, Artem Semenikhin, reported that it was the head of the Regional Military Administration, Volodymyr Artyukh, who initiated an event for the 117th Territorial Defense Brigade at the Sumy congress center.
“There was no initiative from me. I was invited,” Artyukh stated during a conversation with journalists. When asked who exactly invited him, the head of the Regional Military Administration replied that “that’s another topic.”
These personnel changes indicate further restructuring in the management of the region, which is crucial for maintaining security and stability in the areas during ongoing hostilities.
