Zelensky Instructed to Complete Preparation of the US Security Guarantees Agreement for Ukraine

The President of Ukraine, Volodymyr Zelensky, held a meeting with the negotiating group that is engaged in dialogue with the United States regarding security guarantees for Ukraine. During the meeting, the schedule for upcoming meetings, the preparation of documents, and the possible signing of key agreements between Ukraine and the US within the next two weeks were discussed.

Historic Document on Security Guarantees

Zelensky emphasized the importance of finalizing this document and instructed that it be submitted for consideration at the highest level. He noted that the document should be historic in significance, and the work on it is now reaching its final stage.

“I instructed to finalize and submit for consideration at the highest level the document on security guarantees for Ukraine from the United States. This should be a document of historic importance, and the text is now reaching that level,” the head of state stated.

The President also instructed Prime Minister Yulia Svyrydenko, Deputy Prime Minister Taras Kachka, and Minister of Economy Oleksii Sobolev to ensure the support and expertise of the economic aspects of future agreements between Ukraine and the US, as well as trilateral agreements involving European countries. Special attention during the meeting was given to defining mechanisms for the effective use of partner funds for the reconstruction of Ukraine.

Negotiations with the US and International Support

Zelensky emphasized that the American side is engaged in dialogue with Russia regarding the fundamentals of a political settlement of the war. Ukraine has already presented its vision and is awaiting a clear response from Russia regarding its readiness to end the war on realistic terms. If such readiness is not forthcoming, pressure on the aggressor must be intensified by the international community.

The President positively assessed international practices for combating financial schemes that allow for circumventing sanctions and proposed to extend such approaches to Russia to limit its export revenues in the event of continued aggression.

On December 29, negotiations took place in Florida between US President Donald Trump and Volodymyr Zelensky, lasting over two hours. Following this, the parties held a phone conversation with several European leaders, during which they discussed all aspects of the peace framework and achieved significant results. Further steps were determined, including a meeting of the US and Ukrainian teams to finalize issues regarding security guarantees.

On January 6 in Paris, participants of the “Coalition of the Willing” reviewed a plan to end the Russo-Ukrainian war and provide guarantees for Ukraine. The negotiations involved US Special Representative Steve Witkoff and Jared Kushner. As a result, the Paris Declaration on “Reliable Security Guarantees for a Strong and Lasting Peace in Ukraine” was adopted, which envisions the deployment of multinational forces in Ukraine after the cessation of hostilities with the support of the US.
