The President of Ukraine, Volodymyr Zelensky, has made the decision to establish the Odesa City Military Administration. The corresponding decree was signed on October 15, which provides for the organization of a new structure within the Odesa district of the Odesa region.

Tasks for the General Staff and Regional Administration
According to the president’s decree, the General Staff of the Armed Forces of Ukraine and the Odesa Regional State Administration have been tasked with implementing all necessary measures in accordance with the law “On the Legal Regime of Martial Law,” related to the formation of the new military administration.
“To establish the Odesa City Military Administration of the Odesa district of the Odesa region. The General Staff of the Armed Forces of Ukraine and the Odesa Regional State Administration shall carry out measures related to the establishment of the military administration mentioned in Article 1 of this Decree, in accordance with the Law of Ukraine ‘On the Legal Regime of Martial Law’.”
Serhiy Lysak Will Lead the Newly Established Administration
In another decree, President Zelensky appointed Serhiy Lysak, who previously held the position of head of the Dnipropetrovsk Regional Military Administration, as the head of the newly established Odesa City Military Administration. Prior to this, Lysak was relieved of his previous position.
Earlier, Volodymyr Zelensky announced new tasks for Serhiy Lysak as the head of the Dnipropetrovsk Regional State Administration and announced his appointment as head of the Odesa City Military Administration. These personnel changes occurred against the backdrop of the decision to revoke the Ukrainian citizenship of Odesa Mayor Hennadiy Trukhanov.
