European and African Leaders Discuss the War in Ukraine
On November 24, an economic summit is taking place in Angola, gathering leaders from European and African states. It is expected that the main topic of discussion will be Russia’s aggression against Ukraine and the search for ways to achieve peace. The day before, on November 23, negotiations took place in Geneva involving representatives from the USA, Ukraine, the European Union, and the United Kingdom regarding peace initiatives proposed by Washington. According to Kyiv’s allies, these proposals raise concerns due to their potential benefits for Russia.
Details of the American Peace Plan and Reactions from the Parties
President of Ukraine Volodymyr Zelensky noted that the proposed plan by Donald Trump could include important elements for Ukraine, but discussions are ongoing. The draft peace agreement, which has come into the possession of the media, contains several contentious points: recognition of Crimea, Donetsk, and Luhansk as effectively under Russian control, while Kherson and Zaporizhzhia remain “frozen” along the line of conflict. The document also stipulates holding elections in Ukraine 100 days after the agreement is signed, enshrining Ukraine’s non-aligned status, and renouncing NATO membership at the constitutional level, while the number of Ukrainian Armed Forces is limited (according to some sources, to 600,000 servicemen).
The U.S. administration emphasizes that the peace plan is based on realities and guarantees Ukraine’s sovereignty and security, rejecting accusations of its benefits for Russia. At the same time, U.S. President Donald Trump stated that the document is still in the revision stage and is not final. He also set a deadline for Kyiv—November 27—to accept the U.S.-backed peace proposal, stressing that if Ukraine refuses, it may lose support in intelligence and arms supplies.
President Zelensky expressed readiness to cooperate with the United States on refining the plan and emphasized the importance of achieving a dignified end to the war for Ukraine. The President’s Office highlighted that work is ongoing on the details of the proposals together with Washington.
“I spoke with Volodymyr Zelensky ahead of the informal meeting of EU leaders regarding peace efforts for Ukraine to get his assessment of the situation,” Costa stated.
For its part, Russia also declared its readiness for peace negotiations. Vladimir Putin reported that Moscow received a 28-point plan from the USA, which he believes could serve as a basis for a final resolution of the conflict.
