Deputy Roman Kaptylov Did Not Declare Family Property in Moscow – Investigation

People’s Deputy from the “Servant of the People” faction Roman Kaptylov once again failed to indicate the property belonging to his family in Moscow in his declaration for 2025. It is known that in the declaration submitted on March 18, 2026, Kaptylov mentioned the workplace of his wife Yevheniya – “OSP No. 195 OKTs YUAO”, but did not specify the location of this institution, stating only that it is a legal entity registered abroad. Information about his wife’s salary is also absent, marked as – “family member did not provide information”.

Property in Moscow and Financial Assets

According to the investigation materials, the deputy’s family has owned part of an apartment in Moscow with an area of over 100 square meters since 2015. Despite this, information about such property has not appeared in any of Kaptylov’s previous declarations, nor in the recent report for 2025. Estimates suggest that the family’s share in the apartment could be worth around 6 million hryvnias. At the time of the publication of the investigation, the deputy’s family continues to own this property.

Meanwhile, in the “financial assets” section, Kaptylov declared 1 million 250 thousand rubles in cash, which belongs to his wife Yevheniya Kaptylova. However, there is no information in the declaration indicating that she owns or uses property in Russia, even though she receives a salary from a Moscow budget institution.

Deputy’s Explanation and NABU Investigation

“Questions related to my personal life are strictly private and do not affect the performance of my duties as a People’s Deputy of Ukraine. In my activities, I always act in the interests of the state and within the law.”

In comments, Kaptylov states that his wife does not own real estate in Moscow, and she did not provide information about her residence in Russia. The deputy also explained that since the introduction of martial law, his wife has not been in Ukraine, citing legal and factual circumstances, and that his children do not have Ukrainian citizenship. He added that he officially does not have the status of a father to the children due to reasons beyond his control, although in the extract from the state register of civil status acts, Kaptylov remains their father and is married to Yevheniya Kaptylova.

Investigators also established that during the full-scale invasion, the deputy repeatedly traveled abroad, and the dates of these trips coincided with his wife’s travels from Russia to Turkey. Kaptylov explained that these trips were for official purposes and personal circumstances, but he did not provide journalists with copies of the relevant documents.

As a result of the disclosure of information regarding the possible submission of false data in the declaration concerning property and income, the National Anti-Corruption Bureau of Ukraine, together with the Specialized Anti-Corruption Prosecutor’s Office, initiated a criminal proceeding against Roman Kaptylov. In June 2025, NABU detectives conducted a search at the deputy’s residence and seized his phone. Kaptylov refused to grant access to the device, explaining that it contained information related to his parliamentary activities.
