The European Union has unanimously decided to extend temporary protection for over 4 million Ukrainian citizens who have been forced to leave the country due to Russian aggression. The new protection period is set until March 4, 2027.

What the Extension of Temporary Protection Entails
According to the EU Council, the extended system allows Ukrainians to remain in EU countries without the need to submit individual asylum applications. This decision reduces the burden on national asylum systems and ensures stability for displaced persons from Ukraine.
“The temporary protection system alleviates pressure on national asylum systems, as individuals covered by this type of protection do not need to apply for asylum individually. The extension until March 2027 sends a signal to displaced people from Ukraine that they do not need to submit an asylum application.”
The decision to extend does not change the conditions established in March 2022, namely the categories of individuals covered by the protection and the scope of their rights. Thus, Ukrainian refugees will continue to have access to housing, medical care, education, and employment in EU countries.
Plans for the Future of Temporary Protection
Polish Interior Minister Tomasz Semoniak announced that discussions have been initiated under the Polish presidency regarding a future strategy for the gradual termination of temporary protection after a sustainable peace is achieved in Ukraine. He noted that EU member states will soon work on joint solutions for coordinating the return of Ukrainians home when it becomes possible.
The EU Council is also preparing recommendations for a coordinated exit from the temporary protection regime. These will concern the transition of individuals to other legal residency statuses in EU countries, as well as the creation of conditions for the gradual return and reintegration of Ukrainian citizens.
The extension of the protection period was initiated by the European Commission in early June 2025 due to ongoing illegal attacks by Russia and the unstable security situation in Ukraine. At the same time, should the circumstances in Ukraine improve, allowing for the safe return of citizens, the European Commission may propose an early termination of the temporary protection status.
