Increase in Loud Vehicles in the Capital

Residents of Kyiv are increasingly facing the problem of excessive noise from cars and motorcycles with modified or missing mufflers. Such vehicles create an unbearable level of sound pressure, negatively affecting the emotional state of the capital’s inhabitants. This issue is particularly acute for children, the elderly, internally displaced persons, and servicemen undergoing rehabilitation after injuries, as they require peace and quiet for recovery.

“However, recently there has been a rise in the number of cars and motorcycles with excessively loud or modified exhaust systems in Kyiv. These sounds, especially at night, often resemble explosions or gunfire, which can cause panic, nighttime awakenings, and exacerbate symptoms of post-traumatic stress disorder (PTSD),” the petition states.

Proposals to Address the Issue

The author of the electronic petition calls on the city authorities to establish clear limits on the maximum allowable noise levels from vehicles on Kyiv’s roads. It is also proposed to introduce penalties for operating cars and motorcycles with excessively loud exhausts.

To effectively monitor compliance with these regulations, regular monitoring and inspections of the technical condition of mufflers are suggested. Special attention is given to modified systems, which most frequently violate the established noise limits.
