The Council of Europe has announced the completion of the initial draft of the Convention aimed at creating an international compensation mechanism for Ukraine. According to the President of the Council of Europe, Alan Berse, this document will serve as the basis for the International Commission for Claims Review, allowing progress on the issue of compensation for damages inflicted on Ukraine as a result of military aggression by the Russian Federation.

“We have completed the development of the draft Convention of the Council of Europe regarding the establishment of an International Commission for Claims for Ukraine. It lays the foundation for an international compensation mechanism,” he stated.
Accountability and Justice at the Heart of the New Mechanism
According to Berse, the preparation of the convention is an important step towards ensuring accountability and establishing a just peace based on the rule of law. The compensation mechanism is intended to be a tool for the legal protection of victims and the restoration of justice for Ukraine.
Establishment of a Special Tribunal for Investigating Aggression
The Verkhovna Rada of Ukraine has already ratified the agreement with the Council of Europe regarding the formation of a Special Tribunal that will investigate the crime of aggression against Ukraine. The signing of this agreement took place on June 25, 2025, in Strasbourg with the participation of the President of Ukraine, Volodymyr Zelensky, and the Secretary General of the Council of Europe, Alan Berse.
The Cabinet of Ministers of Ukraine has set the task of ensuring the launch of the Special Tribunal’s operations by the end of 2026. This is to be the next step in the international legal response to the crimes committed against the Ukrainian state and its citizens.
