In Ukraine, there is an annual increase in the number of citizen appeals regarding violations of rights by employees of Territorial Centers for Recruitment and Social Support (TCCs and SS). This was reported by the Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets.

Increase in Violations and Negative Phenomena
According to Lubinets, not all complaints received by the ombudsman’s office are substantiated; however, the overall number of cases where citizens’ rights are indeed violated has significantly increased. He emphasized that among the negative trends, there have been instances where not only are rights restricted in TCC and SS premises, but criminal offenses are also committed. Some TCC employees, without legal grounds, restrict the freedom of Ukrainians, seize personal belongings, and use physical force, which sometimes leads to hospitalizations and, in some cases, to fatal outcomes.
“We will never be able to defeat Russia if the citizens of Ukraine fear representatives of TCCs and SS more than Russian missiles,” asserts Dmytro Lubinets.
Motivation for Service and Salary Issues
The Ombudsman stressed the importance of increasing motivation for military service. In his opinion, it is necessary to raise the financial support for servicemen and establish clear terms of service. He noted that the current level of payment — 100,000 hryvnias for combat plus 20,000 for financial support — is insufficient, considering the dangers faced by military personnel on the front lines.
According to official data from the Ombudsman’s Office, nearly 5,000 appeals regarding violations of the rights of conscripts by TCC and SS employees during mobilization were received from January to October 2025. In comparison, over 3,400 such complaints were received throughout 2024.
Following the onset of Russia’s full-scale aggression against Ukraine on February 24, martial law and general mobilization were introduced. The information space is constantly filled with reports of conflicts between TCC employees and citizens, as well as scandalous cases during mobilization. The rapid spread of negative information on social media, according to Ukrainian military personnel and government representatives, is a result of Russia’s information-psychological operations.
