Ukraine has sent an updated version of its peace plan to Washington, which occurred during a phone call between US President Donald Trump and European leaders. According to sources, the document was sent while Trump was having a separate discussion with UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz.

Updated Document and Kyiv’s Position

In recent weeks, the United States has intensified efforts to achieve a peace agreement between Russia and Ukraine. As a result of prolonged negotiations, a version of the document has been prepared that, according to diplomats, is more acceptable to Kyiv. However, it still contains contentious issues—particularly regarding territorial integrity and security guarantees.

Earlier, Ukrainian President Volodymyr Zelensky stated that there are three documents concerning the end of the war between Russia and Ukraine: a framework document with 20 points, a document on security guarantees, and a document on reconstruction—a project that “must definitely work after the war ends or a ceasefire is established.”

Volodymyr Zelensky also noted that the documents agreed upon with European partners are planned to be sent to the United States for further coordination in the near future.

Negotiations in London and Reactions from the Parties

On December 8, a meeting took place in London between German Chancellor Friedrich Merz, UK Prime Minister Keir Starmer, Ukrainian President Volodymyr Zelensky, and French President Emmanuel Macron. Following the negotiations, Zelensky announced some progress towards ending the war due to discussions with European leaders.

It is still unknown whether Russian Federation President Vladimir Putin is willing to accept the terms of the peace agreement. After negotiations with Trump’s representatives in Moscow, the Kremlin indicated that some of the proposed points are acceptable, but others were rejected.
