The President of Ukraine, Volodymyr Zelensky, has signed two decrees that implement the decisions of the National Security and Defense Council regarding new sanctions against officials of the Russian Federation and a number of Russian publishing houses.

Sanctions Against Officials of the Russian Federation and Participants in Information Operations
The first decree concerns eight individuals suspected of involvement in crimes against Ukraine and its citizens. Among them are Russian officials, an FSB agent, a representative of the information department of the General Staff of the Russian Federation, as well as the special representative of the President of the Russian Federation, financier Kirill Dmitriev. According to the President’s Office, these individuals are implicated in the appropriation of assets in the agricultural sector, cultural heritage, as well as conducting information operations and implementing anti-Ukrainian educational standards in the temporarily occupied territories of Ukraine.
Sanctions have also been imposed on those who, in the opinion of the Ukrainian authorities, justify the armed aggression of the Russian Federation against Ukraine. In addition, Zelensky announced plans to provide relevant international partners with new proposals to strengthen sanction pressure.
Restrictions for Russian Publishers and International Isolation
The second decree concerns five legal entities – Russian publishing houses that justify the aggression of the Russian Federation, spread propaganda, and impose anti-Ukrainian narratives in the occupied territories of Donetsk, Luhansk, Zaporizhzhia, and Kherson regions.
“We will work to ensure that these publishing houses cannot participate in international book fairs, and their products are removed from online sales platforms worldwide,” said Vladyslav Vlasuk, the advisor and authorized representative of the president on sanctions policy.
Particular attention is drawn to Kirill Dmitriev, who recently visited Washington to participate in discussions regarding relations between the USA and the Russian Federation. US Treasury Secretary Scott Bessent called him a “Russian propagandist” and emphasized that the economy of the Russian Federation is currently military in nature, with virtually zero growth and inflation exceeding 20%.
It is noted that Dmitriev, after his visit to the USA, spoke about the importance of “constructive and respectful dialogue” between the countries and expressed the Kremlin’s position on behalf of Putin.
Earlier, on June 27, President Zelensky implemented the decision of the National Security and Defense Council regarding the synchronization of Ukraine’s sanction pressure with that of the European Union and the G7 countries. The aim of these actions is to maximize the consequences for the Russian Federation for unleashing a full-scale war against Ukraine.
