The Verkhovna Rada of Ukraine ratified an agreement with the European Union regarding the provision of financial support to Ukraine in the form of a loan of up to 90 billion euros. A total of 298 members of parliament voted in favor of this law.

Financial assistance for stability and defense capability
The bill, initiated by President Volodymyr Zelensky, opens the possibility of attracting funds from the EU during the period of 2026-2027. The specified resources will be directed towards covering the state budget deficit, ensuring macroeconomic stability, and strengthening the country’s defense-industrial complex.
“These funds will be allocated to cover the state budget deficit, ensure macroeconomic stability, and enhance the defense-industrial potential,” commented the parliament’s press service.
Loan conditions and repayment guarantees
According to the document, Ukraine acts as the borrower, while the National Bank of Ukraine becomes the borrower’s agent. The European Union, represented by the European Commission, is the creditor of this agreement. The principal amount of the loan, according to parliament, is planned to be repaid exclusively from reparations to be paid by Russia, while the interest on the loan will be covered by the EU budget.
The agreement is considered concluded on May 27, 2026, and is based on a memorandum of understanding between Ukraine and the EU, which was signed on May 20.
Earlier, on April 23, the Council of the European Union unanimously approved changes to the EU’s multiannual budget, allowing for the allocation of a loan of 90 billion euros to Ukraine. The twentieth package of sanctions against Russia was also approved. The completion of the relevant procedures was announced by the presidency of Cyprus in the EU Council.
It is worth noting that the final approval of this loan was long blocked by Hungary and Slovakia. After the decision was made, President Volodymyr Zelensky announced that work is underway to ensure that the first tranche of funds is available as early as May-June.
