The law will facilitate attracting external financial support
Prime Minister Yulia Svyrydenko emphasized the significance of passing the law for the further development of public procurement reform. She highlighted that this regulatory act is part of the agreements with the World Bank and opens the opportunity for Ukraine to receive $3.5 billion in financial support.
“The law is also part of the agreements with the World Bank and will allow Ukraine to unlock $3.5 billion in financial support,” said the head of government.
Svyrydenko also noted that the Cabinet of Ministers will continue to cooperate with the parliament to fully meet international obligations and ensure further funding from foreign partners.
Voting details and key provisions of the law
On May 27, members of parliament voted for the bill in the second reading: 245 parliamentarians supported the document, while 11 opposed it. According to the explanatory note signed by Svyrydenko, the current version of the law “On Public Procurement” needed updating to ensure the effective recovery of the country after the full-scale war, as well as to fulfill international obligations in the procurement field.
The explanatory note states that the adoption of the new law will create legal prerequisites for the effective conduct of public procurement, particularly during the recovery of Ukraine in the post-war period. The document also provides for the use of a modern electronic procurement system to enhance the transparency and efficiency of processes.
It is worth noting that the Verkhovna Rada approved this bill in the first reading back in September 2024.
