Zelensky and Rutte Discuss PURL Program and Results of the ‘Ramstein’ Meeting in Munich

Ukrainian President Volodymyr Zelensky held a meeting with NATO Secretary General Mark Rutte during the Munich Security Conference. The main topic of the discussions was the further development and funding of the PURL program, which allows European countries to finance the purchase of American weapons for Ukraine under NATO coordination.

Strengthening Ukraine’s Defense Capabilities

During the negotiations, the parties paid special attention to the prospects for expanding PURL and attracting new contributions. Zelensky emphasized the importance of this initiative for enhancing Ukraine’s air defense and ensuring the protection of the civilian population from Russian attacks. Cooperation with partners regarding the establishment of joint defense enterprises in Europe was also discussed.

“Ukraine greatly appreciates the contribution of each state. We count on further funding of this initiative, which enables the purchase of missiles for air defense systems. We also talked about cooperation with partners to strengthen our country’s ability to protect lives and the establishment of joint defense enterprises in Europe,” Zelensky emphasized.

Results of ‘Ramstein’ and Participation in the Munich Conference

Zelensky expressed gratitude to Rutte for the productivity of the ‘Ramstein’ format, during which partners confirmed the allocation of 38 billion euros in military aid to Ukraine. The President highlighted the significance of this support for further strengthening the country’s defense capabilities.

As part of the Munich Security Conference, which takes place from February 13 to 15, Zelensky delivered a speech and plans to hold meetings with U.S. Secretary of State Marco Rubio, American senators, the President of Azerbaijan, and other European leaders.

It is worth noting that on February 12, a meeting of the Ukraine Defense Contact Group (‘Ramstein’) took place in Brussels, where the Ukrainian side emphasized the need to accelerate the supply of air defense systems to counter combined missile strikes from Russia on energy infrastructure.

In 2025, under the PURL agreement signed by the U.S. and NATO, 4.3 billion dollars were allocated to support Ukraine, of which nearly 1.5 billion dollars were received in December. The program allows for effective coordination of arms procurement to enhance the country’s defense capabilities.
