The State Criminal Enforcement Service of Ukraine has signed a contract with the company “Antaris PVR-Bud” for the construction of a modern detention center in the Kyiv region. The cost of implementing this large-scale project will amount to 1 billion 900 thousand hryvnias.

Features of the New Detention Center in Martusivka
The new detention center will be located at the Borispil Correctional Colony No. 119 in the village of Martusivka. It is planned to be completed by the end of 2028. The facility will accommodate 1,072 inmates, significantly reducing the burden on the Lukyanivske Detention Center in Kyiv and addressing the issue of the old facility’s non-compliance with modern European standards of detention.
In 2025, construction work is planned to be carried out at checkpoints No. 1 and No. 2, the duty unit will be equipped, visiting rooms, a medical block with an outpatient clinic, exercise yards, regime buildings No. 1 and No. 2, as well as a watchtower with technological premises will be established.
Stages and Funding of Construction
Funding for the construction of the new detention center is provided from the state budget. For 2025, 3.57 million UAH is allocated, in 2026 this amount will increase to 416.82 million UAH, in 2027 – to 469.80 million UAH, and in 2028, 200.00 million UAH will be allocated.
A few years ago, the then Minister of Justice Denys Maliuska noted that the construction of the new detention center would partially replace the Lukyanivske Detention Center, and funding for the reconstruction was planned to be sourced from the proceeds of prison sales.
“The new detention center in the Kyiv region will partially replace the detention center in the capital’s Lukyanivka. He assured that the mentioned reconstruction would be funded from the proceeds of a large prison sale.”
The implementation of the project will create modern conditions for the detention of suspects and defendants, as well as comply with international standards in the field of the criminal enforcement system.
