The former deputy head of the Higher Economic Court of Ukraine, Artur Yemelyanov, was detained by the State Bureau of Investigations after attempting to illegally leave the country.

Suspicion of Aiding an Aggressor State and New Criminal Proceedings
Law enforcement officials believe that Artur Yemelyanov, who had previously been suspected of aiding an aggressor state, attempted to flee abroad after a change in his preventive measure. According to the investigation, within the framework of new criminal proceedings concerning encroachments on Ukraine’s economic security in the interests of the Russian Federation, it was revealed that he used his contacts within the judicial system.
Scheme to Avoid Responsibility
According to investigators, Yemelyanov reached an agreement with a judge of the Higher Anti-Corruption Court of Ukraine, who, contrary to the previously established legal position, returned the prosecutor’s request for an extension of detention, arguing that the case was not under the jurisdiction of the Anti-Corruption Court.
“According to the investigation, the subject, using his connections in the judicial system, reached an agreement with a judge of the Higher Anti-Corruption Court of Ukraine, who, contrary to the previous legal position, returned the prosecutor’s request for an extension of the detention period, recognizing it as not under the jurisdiction of the Anti-Corruption Court. Subsequently, the former judge, aware of the submission of this request to the Pechersk District Court of Kyiv, ensured a change in the preventive measure from detention to personal obligation. This allowed him to attempt to evade criminal responsibility and leave the territory of Ukraine,” the DBR reported.
Later, the case was transferred to the Pechersk District Court of Kyiv, which changed the preventive measure from detention to personal obligation. After this, Yemelyanov attempted to leave Ukraine, but he was promptly detained.
The DBR emphasized that the former deputy judge was taken into custody immediately after the illegal change of the preventive measure.
