The State Bureau of Investigations (DBR) has announced suspicion against the head of a private enterprise who, according to the investigation, committed a corrupt crime by providing an unlawful benefit to win a tender from “Kyivzelenbud.” According to the DBR press service, this case occurred in 2024 during a tender for the design of one of the capital’s parks.

Substantiated evidence of a corrupt scheme

Previously, the investigation established that officials from “Kyivzelenbud” demanded 15% of the contract amount from contractors as a “kickback” for signing the agreement. This scheme was also used in the mentioned tender, confirming the systemic nature of corrupt actions within this organization.

How corruption occurred

According to the investigation,

“The contractor won the tender due to the intervention of the director of the private enterprise, who had connections among the organizers of the scheme. He ensured the participation of the ‘necessary’ company, assisted in organizing the tender, and provided an unlawful benefit of 62 thousand hryvnias to the official of ‘Kyivzelenbud.’”

This confirms the role of a specific individual in the corrupt scheme and demonstrates the scale of unlawful actions in this area.

This case is an example of systemic corruption in organizations involved in the improvement of urban areas and highlights the need for increased oversight of the transparency of tender procedures and the fight against bribery.
