Deputy Director of the Kyiv City State Administration Suspected of Negligence Due to Metro Shutdown

The Deputy Director of the Department of Transport Infrastructure of the Kyiv City State Administration has been charged with negligence. According to the investigation, it was his actions that led to the shutdown of part of the “blue” line of the Kyiv metro in December 2023.

As Established by the Investigation

Law enforcement officials have determined that the suspect failed to exercise proper control over the operations of the municipal enterprise “Kyiv Metro” in matters within his management’s jurisdiction. Furthermore, he did not participate in organizing the elimination of the consequences of emergencies at the capital’s transport facilities.

“It has been established that the suspect did not control the operations of the municipal enterprise ‘Kyiv Metro’ regarding matters assigned to the management’s jurisdiction, nor did he participate in organizing the work to eliminate the consequences of emergencies at transport infrastructure facilities, which ultimately led to the temporary closure of metro stations,” the statement reads.

Legal Responsibility and Sanctions

The official is charged with violating part 2 of Article 367 of the Criminal Code of Ukraine – negligence that resulted in serious consequences. The sanction for this article provides for imprisonment for a term of two to five years, as well as the possibility of deprivation of the right to hold certain positions or engage in certain activities for up to three years. Additionally, the court may impose a fine ranging from 250 to 750 non-taxable minimum incomes of citizens or may refrain from doing so.
