Residents of Kyiv became less active in submitting electronic appeals to the city authorities through the Kyiv City Council portal last year. In 2022, 384 petitions were published on the site, the lowest number since 2015, when the collective appeals service was launched. This data is provided in a study conducted by the CHESNO Movement.

Dynamics of Petition Numbers Over the Years
According to analysts, 756 petitions were posted on the portal in 2023, 560 in 2022, and the highest level of activity was in 2016, when Kyiv residents submitted 2,174 appeals to the city authorities. This indicates a decrease in residents’ interest in participating in civic engagement processes through electronic appeals.
Quality and Support of Petitions
Overall, many electronic petitions were created last year; however, only 46 of them garnered the necessary number of votes for consideration. Of this number, 36 appeals can be considered successful, as they received support from the authorities. Some of them have transitioned to the status of “in implementation” or have already been implemented, indicating the effectiveness of those appeals that received support from both the public and the authorities.
