Europe’s participation in negotiations aimed at ending the war unleashed by Russia against Ukraine is non-negotiable. This opinion was expressed by Ukrainian President Volodymyr Zelensky during a press conference.

“We do not consider alternatives. This is our clear position. Europe is very large, and it must have clear representation at this negotiating table. All partners in Europe have agreed that France and Britain will represent Europe,” he stated.
Zelensky noted that these countries will be represented by their leaders: French President Emmanuel Macron and British Prime Minister Keir Starmer. The President of Ukraine emphasized that Kyiv seeks to convey this message to other partners, including the United States of America.
Discussion on Guarantees for Ukraine
Emmanuel Macron, the President of France, gathered the leaders of 27 countries in Paris on March 27, 2025, for a summit to discuss guarantees for Ukraine following a possible ceasefire. One of the issues raised was the potential deployment of a “coalition of the willing” forces on Ukrainian territory.
During the meeting, Zelensky stressed the need to develop a clear security guarantee plan for Ukraine. He called for specific answers regarding the possible foreign contingent in Ukraine, including which countries would participate, where these forces would be stationed, and what their structure would be.
