More than half of NATO member countries have already joined the PURL initiative, which aims to finance the supply of American weapons to Ukraine using funds from European partners. This was announced by NATO Secretary General Mark Rutte during the summary of the meeting of the Alliance’s defense ministers.

Funding Defensive Support for Ukraine
Mark Rutte emphasized that assistance to Ukraine is considered part of the defense expenditures of Alliance countries, and this support is crucial for NATO’s overall security. According to him, six allies financed the initial supply packages, and now 16 countries have committed to PURL – that is half of all alliance members.
“We started very strongly – six allies financed the first supply packages. And today allies announced new contributions one by one. More than half of NATO allies have already joined, ensuring this vital flow of support for Ukraine. This and other direct military assistance to Ukraine are so important for our security that they are counted towards NATO’s defense spending target,” he said.
The PURL Initiative: Opportunities and Achievements
The PURL program allows European allies to procure for Ukraine the specific types of American weaponry that are most critical for the country’s defense and for holding the front line. At the beginning of the day, the Netherlands, Germany, Canada, Sweden, Norway, and Denmark confirmed their participation in PURL. After the meeting, ten more countries joined the initiative.
PURL (Prioritised Ukraine Requirements List) was launched on July 14, 2025, as part of an agreement between the USA and NATO. The main goal of the program is to provide Ukraine with modern weapons and ammunition that are not produced by European countries, particularly air defense systems. NATO coordinates the process.
In the first months of the initiative’s implementation, over 2 billion euros have been raised. These funds are directed towards the procurement of weapons that will allow Ukraine to more effectively protect its people and maintain its defense capabilities on the eastern front.
