The Pechersk District Court of Kyiv has chosen a preventive measure for the head of the Kyiv City State Administration Office, Dmytro Zahumenniy, who is suspected of embezzling budget funds during a major renovation.

Details of the Investigation and Court Decision
According to the court’s decision, both Dmytro Zahumenniy and the former director of the municipal enterprise “ATP KDA” will be under nighttime house arrest. This means that the suspects must remain at home during the night and comply with the restrictions set by the court.
Among the obligations imposed by the court are a ban on leaving the borders of Kyiv and the region without special permission from the investigator or prosecutor, the duty to inform about a change of residence, a prohibition on communicating with other suspects and witnesses in the case, as well as the necessity to surrender documents for traveling abroad.
Prosecutor’s Position and Case Details
The duration of the preventive measures is set until October 13, 2025. The prosecutor’s office plans to appeal both the refusal to suspend Zahumenniy from his position and the preventive measures chosen by the court for the suspects.
“The head of the Kyiv City State Administration Office and the former director of the municipal enterprise ‘ATP KDA’ are suspected of embezzling 1.3 million hryvnias. The suspects spent budget funds on the renovation of a building in the center of Kyiv, which is privately owned, and thus cannot be renovated with budget money,” reported the press service of the Kyiv City Prosecutor’s Office.
