KCSA Officials Relaxed During Mourning on Municipal Land, Violating Ethical Standards

A new scandal has erupted in Kyiv regarding the behavior of local government leadership. The First Deputy Head of the Kyiv City State Administration, Mykola Povoroznyk, along with his deputies Vyacheslav Nepop, Petro Panteleyev, Valentyn Mondryivskyi, Maryna Khonda, and the press secretary of Volodymyr Klitschko, Oksana Zinovyeva, decided to hold a private leisure event on the Day of Mourning, which has sparked outrage among the capital’s residents.

This elite picnic took place the day after a massive missile strike by Russian occupiers on Kyiv, which resulted in the deaths of 12 people and over 70 injuries in the Sviatoshynskyi district. According to journalists, official vehicles were present at the event, including several cars from the KCSA fleet that are used for official purposes. According to the KCSA’s response, these vehicles are on the balance of the municipal enterprise and are used to service the executive body of the city council.

Violation of Ethical Standards and Use of Municipal Property

According to information obtained by journalists, officials arrived at the picnic in personal vehicles or vehicles from the official fleet. In particular, Mykola Povoroznyk arrived in a 4th generation Toyota Highlander, which began production in 2019, costing between $35,000 and $80,000. Other participants used Lexus NX, Audi Q7, and three black Toyota Camry cars belonging to the KCSA fleet.

As noted in the KCSA’s responses, these cars are official and are used for the transportation of the executive body of the city council. However, during the investigation, it was revealed that officials were at a private event during working hours and on land designated for industrial zones intended for servicing the city’s infrastructure, not for holding private celebrations. This raises questions about compliance with ethical standards and the misuse of official transport.

According to the response, all participants at the gathering were recorded in timekeeping logs as being at work, but video recordings show otherwise. This raises concerns about the adherence to legality and transparency in the activities of officials.
