Ukraine has recorded an increase in crimes related to fraud, with Kyiv topping the list of regions for open criminal proceedings in this category of offenses.

Kyiv in First Place, Ivano-Frankivsk in Last
As of the end of August 2025, the highest number of fraud reports was registered in the capital of Ukraine – 4,882 open cases. Dnipropetrovsk region ranked second with 3,511 cases, while Kharkiv region came in third with 2,671 fraud incidents.
“The highest number of fraud reports this year in the capital – 4,882 cases. Next is Dnipropetrovsk – 3,511 proceedings and Kharkiv – 2,671,” the statement reads.
The lowest number of crimes of this type (excluding temporarily occupied territories and combat zones) was recorded in Ivano-Frankivsk – nearly 700 criminal proceedings over the eight months.
Crime Dynamics: Comparison with Previous Years
Overall, in Ukraine, 35,599 criminal cases under the article “fraud” were opened during the eight months of 2025. This figure is one and a half times lower than the same period last year. At the same time, the number of fraud crimes exceeds the pre-war level by 1.8 times, indicating a sustained high level of fraudulent activity in the country despite a slight decrease compared to last year.
